Az EU-országok hallgatótámogatási rendszerei. Szempontok a magyar gyakorlat átalakításához

Abstract

A tanulmány összefüggő elméleti keretben ismerteti a vizsgálatba bevont országok közösségi erőforrásokból finanszírozott hallgatótámogatási gyakorlatát, és az ezzel kapcsolatos legfontosabb elméleti kérdéseket. A felsőoktatás expanziója során egyre hangsúlyosabban merül fel számos olyan közgazdasági-fiskális és szociálpolitikai megfontolás, amelyek tudományos elemzése nélkül a felsőoktatás-finanszírozás e kulcseleme nélkülözheti a hatékonyság és méltányosság elméleti kritériumainak érvényesülését. A tanulmány kitér az ismertetett elméleti keret és a nemzetközi tapasztalatok tükrében a magyar hallgatótámogatási rendszer elemzésére. Bár a hazai államilag finanszírozott hallgatótámogatási rendszerbe az utóbbi években (a diákhitelrendszer bevezetésével és a hallgatói normatíva megemelésével) jelentősnek tekinthető többletforrások áramlottak, a magyar gyakorlat a fent említett értékek megvalósulását tekintve számos problémát rejt magában. Az írás összefoglalja azokat az alapvető szempontokat, amelyeket a közösségi erőforrásokból finanszírozott hallgatótámogatási rendszernek ki kellene elégítenie, és megfogalmazza a jelenlegi rendszer átalakításához szükséges konkrét (és megvalósítható) társadalompolitikai lépéseket is.* Journal of Economic Literature (JEL) kód: I22, I28.
