A helyi forrásszabályozási rendszer magyarországi példája, 1990-2012
[The case of regulation in local government finances in Hungary, 1990-2012]

Abstract

Magyarországon immár lezártnak tekinthető a helyi önkormányzati finanszírozási rendszer 1990-2012 közötti átalakítása, ami tanulságos példája a pénzügyi föderalizmus gyakorlatba való átültetésének. A rendszer átalakítása mellett sokan települési csődökkel érveltek, pedig a korábbi gazdasági szabályozó mechanizmus nem omlott össze. Ellenkezőleg: a decentralizáció kiépítésének végig jó alapjául szolgált, viszont akár tankönyvi példát is nyújt arra, hogy a helyi közszolgáltatások célszerű megszervezéséhez szükséges integrációk kialakítása és finanszírozási tartalmuk felépítése nélkül a rendszer csak korlátozottan működhet. Az összevonások, valamint a feladatok nagyobb egységekbe telepítése előtt közigazgatás-politikai korlát állt, amelyet önmagában a pénzügyi szabályozással nem lehet átlépni. E tehetetlenségi hatás azonban elegendő ürügyként szolgált a helyi-területi feladattelepítési és finanszírozási rendszer gyökeres átrendezéséhez.
