Abstract

En efecto, el reto creciente a la soberanía estatal en todo el mundo parece tener su origen en la incapacidad del estado-nación moderno para navegar en las aguas inexploradas y tormentosas que se extienden entre el poder de las redes globales y el desafío de las identidades singulares [...] Y su esfuerzo por restaurar la legitimidad descentralizando el poder administrativo regional y local refuerza las tendencias centrífugas, al acercar a los ciudadanos al gobierno pero aumentar su desconfianza hacia el estado-nación
