Fiskalische Einsparpotenziale durch die Kreisstrukturreform in Mecklenburg-Vorpommern

Abstract

Mecklenburg-Vorpommern ist eines der Bundesländer, die in den nächsten Jahren sehr stark vom demographischen Wandel betroffen sein werden, gleichzeitig jedoch bereits heute die geringste Einwohnerdichte aufweist. Allein diese Tatsachen legen einen hohen Anpassungsbedarf der öffentlichen Haushalte auf der Ebene des Landes und der Kommunen nahe. Zusätzlich muss sich das Land aufgrund der vereinbarten Degression des Solidarpaktes II, der absehbaren Einschränkung infolge verminderter Zahlungen aus den EU-Fonds und der Ergebnisse der Föderalismusreformkommission II auf finanzielle Einschnitte einstellen. Um den Einschnitten auf der Ausgabenseite zu begegnen, wurde in Mecklenburg-Vorpommern ein Gesetzesentwurf über eine Kreisstrukturreform vorgelegt. Der vorliegende Bericht untersucht die fiskalischen Einsparpotenziale, die sich aus der vorgeschlagenen Kreisstrukturreform in Mecklenburg- Vorpommern ergeben. Dazu wird auf einen ökonometrischen Schätzansatz zurückgegriffen, mit Hilfe dessen die Pro-Kopf-Personalausgaben der Landkreise durch ausgewählte sozioökonomische Variablen erklärt werden. Aus der Analyse ergibt sich insgesamt ein Einsparpotenzial i. H. v. rund 42 Mill.€ bei den Personalausgaben pro Jahr. Neben den zentralen Ergebnissen werden auch weitere Abgabenposten und methodische Überlegungen diskutiert.
