Der globale Handel und die Handelspolitik in Zeiten von COVID-19

Abstract

Der Welthandel wird von COVID-19 stärker betroffen sein als die Gesamtproduktion von Waren und Dienstleistungen. Aktuelle Studien gehen von einem Rückgang der globalen Handelsströme von 11% bis 30% für das Jahr 2020 aus. Für Österreich als kleine offene Volkswirtschaft führt dies zu zusätzlichen Herausforderungen. Dieses Policy Brief gibt einen Überblick über die möglichen Handelseffekte vonCOVID-19 für die globale und österreichische Wirtschaft und betrachtet insbesondere den Warenhandel, die Tourismusbranche und die ausländischen Direktinvestitionen. In einem weiteren Abschnitt wird ein Überblick über die handelspolitischen Entwicklungen während der COVID-19-Pandemie gegeben und ein besonderer Fokus auf sensible Produkte aus dem Gesundheitsbereich und auf Lebensmittel gelegt. Aus den Erfahrungen mit der COVID-19-Pandemie können Lehren für die internationale Handelspolitik und die EU gezogen werden. Wie diese Lehren aussehen und welche Politikmaßnahmen ergriffen werden könnten, wird in einem abschließenden Kapitel behandelt und diskutiert.
