Abstract

Le progrès médical conjugué à un meilleur accès aux soins de santé a permis de réduire fortement la mortalité à La Réunion (Giorgi, 2005 ; Sandron, 2007 ; Bernède-Bauduin et Cellier, 2013). Si la perspective de vivre plus longtemps est avant tout une bonne nouvelle, l’accroissement de l’espérance de vie en « bonne santé », c’est-à-dire sans perte d’autonomie, n’est pas garanti en raison de facteurs pathologiques durables (Catteau et Nartz, 2009). Au niveau individuel, la perte d’autonomie conduit à une perte de bien-être pour les personnes âgées. Ce préjudice peut être en partie compensé grâce à des soins médicaux adaptés, des aides humaines ou techniques à l’exercice des actes de la vie quotidienne ainsi qu’à l’occupation d’un lieu d’hébergement adapté (domicile ou institution). Suite à plusieurs rapports publics publiés dans les années 2000, est né le concept de « compte de la dépendance ». L’objectif du compte de la dépendance est de dresser un bilan financier qui se veut le plus exhaustif possible des surcoûts induits par la perte d’autonomie. L’utilité de ce compte thématique est qu’il permet de calculer un ordre de grandeur macroéconomique du poids financier total et consolidé du risque dépendance.
