Abstract

Le point a été abondamment commenté : longtemps fauteurs de crises, les pays émergents sont sortis largement indemnes du choc global de 2008-2009. Et alors que l’Europe et les Etats-Unis ne parviennent pas à sortir de leur crise, les premiers ont retrouvé depuis longtemps le chemin de la croissance et de la prospérité. Ce constat a clairement justifié, voire imposé, le passage du G7 au G20 comme instance principale de concertation économique internationale. Mais voilà : ce n’est pas là que sont discutés « pour de vrai », les problèmes actuels de régulation financière. Aujourd’hui, le G20 reste un forum international parmi d’autres, certes prééminent, mais pas un lieu de pouvoir et de décision (...).
