Abstract

Comment comprendre le « retour de la croissance » en Afrique et les bonnes notations dont un certain nombre de ses pays bénéficient ? Que signifient ces récits macroéconomiques sur les « nouveaux émergents » et le recours à des indicateurs pour les gouvernants mais aussi pour la population ? L’objectif de ce dossier est d’apporter un éclairage sur ces interrogations en adoptant une analyse sociopolitique « par le bas » des pratiques qui entourent les objets et les politiques macroéconomiques. Les auteurs du numéro mettent ainsi en exergue l’émergence de nouveaux acteurs et de nouveaux instruments, de nouvelles façons d’appréhender la réalité ; ils montrent ce faisant comment ces nouvelles techniques bouleversent les relations socio-politiques et les rapports de force au sein des sociétés africaines et offrent à ces acteurs la possibilité d’accéder à de nouvelles positions de pouvoir. La macroéconomie n’est pas ici appréhendée comme le corpus théorique des économistes. Elle est au contraire considérée comme un lieu des luttes sociales et des conflits entre groupes sociaux, un matériau pour comprendre les logiques de l’État, les mécanismes de pouvoir et les techniques de savoir. Abordée ainsi « par le bas », la macroéconomie du capitalisme globalisé apparaît alors comme un mode de gouvernement et d’assujettissement.
