Abstract

Les services publics de l’avenir devraient obéir à des règles générales, pour satisfaire au principe d’égalité, mais d’application particulière, de façon à mieux aider les gens dans leur vie quotidienne et satisfaire au principe d’équité. Un précepte général doit présider à leur organisation : l’introduction d’une dose d’égalité dans des rapports autrement trop inégaux, entre salariés et entrepreneurs, entre système financier et individus, entre propriétaires et locataires etc. Autrement, les inégalités deviendraient trop vite cumulatives. Ces services publics du second type, qui complèteraient utilement ceux de l’Etat-protecteur, ne sont nullement incompatibles avec l’économie de marché. Au contraire, en remédiant au déséquilibre des rapports de force entre acteurs, ils en accroissent l’efficacité (...).
