La gestión de la liquidez en la legislación económica

Abstract

El presente texto hace un recorrido por las principales reformas legislativas que a criterio del autor, han contribuido en los últimos años a una mejor gestión de la liquidez en nuestra economía. Este aspecto es un componen-te fundamental del modelo económico posneoliberal que se ha puesto en marcha en la última década: la Economía para el Buen Vivir. Las primeras reflexiones y directrices sobre una mejor gestión de la liquidez en una eco-nomía dolarizada se plasmaron desde el Programa de Gobierno de Alianza PAÍS 2007 - 2001 y han aterrizado en los Planes de Desarrollo, en normas y políticas concretas. Por supuesto, no es una discusión acabada y que requiere, ante la transición del ciclo político de 2017, dos cosas: la primera, poner sobre la mesa la forma de potenciar la regulación para gestionar la liquidez sobre la base de la legislación vigente. La segunda, se requiere una rigurosa reflexión sobre las perspectivas de mediano y largo plazos de la po-lítica y regulación económica en el marco de las restricciones estructurales de nuestra economía.
