Abstract

L’assouplissement du Pacte de stabilité et de croissance (PSC) après le Conseil européen de mars 2005 a fait renaître l’espoir, notamment chez les grands pays de la zone euro. Cet assouplissement semble autoriser plus de marges de manoeuvres budgétaires, en particulier pour la prise en compte des effets de la conjoncture dans les évolutions des finances publiques, et constitue un progrès par rapport aux rigidités antérieures. Après que la France, l’Allemagne, les Pays-Bas et la Grèce ont fait l’objet d’une procédure de déficit excessif en 2004 et qu’une procédure vient d’être ouverte à l’encontre de l’Italie en 2005, une plus grande place laissée à la décision politique est salutaire (...).
