The scientific report examines the history of the emergence and formation of the system of public education of young children in Russia and abroad. The analysis focuses on the education of children from 1.5 to 3 years old. The necessity of a much larger-scale approach to the issues of additional professional education of teachers (retraining, advanced training), taking into account the specifics of the education of young children, is substantiated.
