Z dala od rownowagi - ewolucja finansow publicznych w Polsce w latach 2004-2014

Abstract

Cecha polityki fiskalnej w Polsce w latach 2004-2014 byla krotkowzrocznosc. Okres dobrej koniunktury gospodarczej lat 2005-2008 nie zostal wykorzystany na przeprowadzenie potrzebnych reform finansow publicznych, zmniejszajacych strukturalna nierownowage miedzy wydatkami a dochodami. Przeciwnie, wyjatkowo wysoka dynamika wplywow budzetowych zachecila politykow do zwiekszenia wydatkow publicznych oraz obnizenia obciazen podatkowych. Spowolnienie dynamiki PKB w latach 2009-2010 spowodowalo, ze brak przezornosci z poprzednich lat poskutkowal rekordowym wzrostem deficytu i nalozeniem na Polske procedury nadmiernego deficytu. Od 2011 w polskich finansach publicznych nastapilo stopniowe zmniejszanie skali nierownowagi. Odbylo sie to jednak m.in. za sprawa zmian w OFE, ktore w krotkim okresie poprawiaja sytuacje budzetu, ale w dluzszej perspektywie spowoduja wzrost wydatkow publicznych.
