欧州政府債務危機と社会支出の削減−各国は危機にどのように対応したか−

    欧州では、2009年、ほとんどの国で実質成長率が大きく落ち込み、財政赤字が急激に増加した。失業給付等が増加する一方、厳しい歳出削減が行われ、社会支出も大幅に減少した。しかし、その削減の程度は、国や分野によって異なる。このような違いには、財政赤字の規模、市場や国際機関による財政健全化圧力、削減への支持と抵抗、制度のあり方等が影響したと考えられるが、危機的状況の下、従来の対応を超えて政治的に容易な分野から削減が行われた結果、社会支出の方向性に変化が生じた。財政赤字が大きい一部の国では、財政健全化の努力が長期に求められることから、新しいリスクに対応した社会支出の再編を行うべき時期を逃してしまった可能性がある。財政赤字が大きい国では、危機が生じてから慌てて削減を行うのではなく、危機管理の観点も踏まえつつ、今後進むべき方向性を明確にして、財源の確保や制度の見直しを着実に進めていく必要がある。
