Pour l'emploi des seniors — Assurance chômage et licenciements

Concernant les seniors, le système français continue d'entretenir l'inactivité plutôt que l'emploi. Si les préretraites publiques ont peu à peu disparu depuis dix ans, la majorité des entreprises choisissent aujourd'hui encore d'ajuster leurs effectifs à la baisse par le départ des seniors. Et cette volonté ne rencontre guère de résistance chez les intéressés, dans la mesure où un système d'assurance chômage spécifique leur permet d'attendre la retraite dans des conditions acceptables. Nous proposons une réforme qui, en rendant plus difficile l'accès à la retraite via le chômage indemnisé, permettrait de limiter les sorties consensuelles de l'emploi par une combinaison optimale entre assurance et incitations en fin de carrière. Il faudrait compléter ce dispositif par une taxe spécifique pénalisant les entreprises qui continueront de licencier des seniors.
