Pour la taxe carbone : la politique économique face à la menace climatique

Devant l'urgence de la menace constituée par le réchauffement climatique,le moment est venu d'agir, malgré les incertitudes et même quand de puissants intérêts s'y opposent. Pour susciter l'innovation en matière de technologies moins émettrices de carbone, pour favoriser le développement des énergies renouvelables, et pour inciter les consommateurs et les entreprises à diminuer leur utilisation d'énergies fossiles, la méthode la plus efficace est de donner un prix à l'émission de carbone. Un prix unique et, si possible, universel, qui guidera les décisions des acteurs économiques de façon cohérente. Différentes options se présentent pour y parvenir, dont il faut analyser les mérites et les défauts. Cet opuscule s'attache ainsi à montrer qu'une taxe carbone bien pensée et bien calibrée, construite en utilisant les apports de la science économique, est un instrument adapté pour réduire les émissions de carbone dans les meilleures conditions d'effi cacité économique et de justice sociale.
