El autor expone con rigor analítico los límites constitucionales de la tarea constituyente. Este esfuerzo destacable facilitará la labor de los asambleístas y asesores de la Asamblea Constituyente de Bolivia. Este material esta llamado a constituirse en obligada fuente de consulta sobre los límites de derecho internacional. Más allá de su obvia utilidad para cualquier proceso constituyente, la obra de El-Hage traza consistentemente los referentes para un sólido ejercicio de la abogacía, en el terreno práctico y para una rigurosa actividad teórica en las aulas universitarias. En su Capítulo I la obra adentra al lector a los aspectos conceptuales de base que le permitirán seguir el hilo del resto del análisis. El Capítulo II desarrolla consecuentemente el elenco de consecuencias jurídidas de la responsabilidad internacional de un Estado y las medidas coercitivas que le son aplicables. Finalmente, el Capítulo III se detiene en el análisis de cuatro áreas normadas por el Derecho Internacional y seleccionadas por el autor por su particular relevancia: las obligaciones internacionales del Estado frente a la democracia, los derechos humanos, las inversiones extranjeras y el control de las drogas. Por demás está decir que un sano ejercicio del constituyente al redactar cualquier artículo sobre estas área, sería consultar primero lo que el estado ya tiene pactado con la comunidad internacional.
