Managing Progress Towards Intelligent Community Status with the i-CAT Assessment Tools

Abstract Communities are the locus of competitive progress: some are growing while others are losing position in the world economy. Efforts are being undertaken throughout the world towards building national competitiveness through the development of intelligent communities using ultrafast broadband, collaborative ecosystems and appropriate eservices anytime anywhere. It is therefore critical that the national efforts to enhance community competitiveness be undertaken effectively; the greatest prosperity will go to those nations that best deploy their resources for community development. This paper presents a set of intelligent community assessment tools capable of mapping and managing the competitive evolution of both urban and rural communities. The tools allow community leaders to decide on priorities for development and monitor progress. Equally important, such tools lead to democratic accountability while enabling and empowering community constituents to active participation. These multidimensional analysis tools were developed in the context of the i-CANADA initiative of the Canadian Advanced Technology Alliance. They are universal in their applicability, and can be used for any world community (within a single country or across traditional country boundaries) - urban or rural - interested in becoming an “intelligent community”.
