Target Parameters Of Enterprise Innovative Development Planning

Abstract

The target parameters of innovative development have been substantiated based on a benchmarking approach; propositions have been developed as to the creation of corporate target systems of innovativeness and the list of indicators of an enterprise innovative development plan. The following methods of research have been used: critical analysis of Ukraine's government strategic documents, in particular the Strategy-2020 and the system of indexes of the official statistics of Ukraine; comparative analysis based on the Global Innovation Index (GII) and the European Innovation Scoreboard (EIS). One of the key issues in the development of routine documents (policy, strategy or program) is the definition the goals and indexes of the innovative development plan. Regardless of the fact that the strategy of sustainable development "Ukraine-2020" determines the innovative direction of the economy, it does not contain any indicators that characterize innovative processes or their effects at the micro level. So, the methods of international systems for assessment of innovativeness GII and EIS have been described. A comparative analysis of performance indicators of Ukraine and other countries in the EU and around the world has been made; priority directions of making efforts to increase innovativeness of Ukrainian enterprises have been defined. Enterprises have been offered to create their own corporate target systems of innovation, which are an inherent part of their plans of innovative development. Decomposition of target indicators of innovativeness have been proposed. Recommendations for listing performance indicators have been given and the necessary preconditions for using them have been defined. The proposed approaches should be the basis for the development of state-level methodological guidelines for economic entities in order to plan their innovative development and they should be used at enterprises.
