Abstract

As L. I. Brezhnev noted at the June (1980) Plenum of the Central Committee of the Communist Party of the Soviet Union, the enhancement of the effectiveness of production and the improvement of the quality of work are cardinal tasks. In order to perform these tasks, it is essential to intensify the role of progressive forms of material incentives that were further developed in the decree of the Central Committee of the CPSU and the USSR Council of Ministers dated July 12, 1979.
