Abstract

La problemática de la escasez de agua potable en la provincia de Córdoba, como consecuencia de una serie de factores tales como escenario hidrológico severo-seco; contaminación de los embalses; consumo desmedido y régimen tarifario irracional que promueve al consumo desmedido del recurso, constituye un desafío a ser solucionado. En el trabajo se describe el esquema tarifario catastral actualmente vigente en una localidad del denominado “cordón de las Sierras Chicas”. Se analiza el nivel tarifario aplicado y se infieren los patrones de consumo y costos asociados a tal régimen, particularmente en comparación con uno en el que el sistema sea medido. Adicionalmente se efectúa la evaluación del proyecto de cambio de régimen tarifario hacia uno del tipo volumétrico. Dicha evaluación se realiza tanto desde un punto de vista económico (considerando como erogaciones la instalación de medidores y costos operativos asociados y como ingresos el ahorro de costos debido a la racionalización en el uso del recurso), como también desde un punto de vista social (incluyendo externalidades). La metodología utilizada es la del flujo descontado de proyectos. The problem of water shortage in the province of Cordoba, as a result of a number of factors such as severe-dry hydrological scenario, contamination of the reservoirs, wasteful consumption and irrational tariff regime that promotes excessive consumption of resources is a challenge to be solved. This paper describes the cadastral tariff scheme currently in place in a town from the so-called "Sierras Chicas mountain chain". We analyze the tariff level applied and we inferred patterns of consumption and operating costs associated with such a regime, particularly in comparison with one in which the system is measured. Additionally, we evaluate the change in the system to one of the volumetric type. This evaluation is performed both from an economic point of view (considering as expenses the installation of meters and the associated operating costs, and as income the savings due to the rationalization in using the resource), as well as from a social point of view (including externalities). The methodology used is the discounted cash flow.
