    La necesidad de realizar nuevas inversiones, en un contexto de escasa disponibilidad de recursos económicos obliga a la Administración a priorizar y optimizar los gastos previstos planificando las actuaciones en el ciclo del agua y sus vías de financiación. Se ha desarrollado un modelo dinámico e integrador de soporte a la decisión que incluye la totalidad de servicios del ciclo del agua y que a partir de un primer diagnóstico de los costes e ingresos en un año base, permite introducir diferentes dimensiones para: a) realizar un análisis por usos; b) estimar la recuperación de costes en distintos horizontes temporales y c) centrar el análisis en ámbitos territoriales más reducidos como cuencas o subcuencas The need for new investment, in a context of limited availability of economic resources, has forced the Government to prioritize and optimize the planned expenditure by planning water cycle investments and its financing channels. An integral and dynamic model of support to decision, including the entire water cycle services has been developed. From a preliminary diagnosis of the costs and revenues in a base year, the model allows to study many dimensions, defined as follows: i) analysis by users; ii) estimation of the cost recovery levels at different time horizons; and iii) focus on the analysis of small territorial areas such as basins or sub-basins.
