Hacia la reconsideración del descuento social en políticas públicas con efecto intergenercional: una aplicación Delphi en España

Abstract

This paper presents the main results of a Delphi study involving a panel of 38 Spanish experts surveyed for their views on the most suitable discounting approach to be used in the economic evaluation of investments with intergenerational implications. Overall, the findings point to the need to modify the traditional discounting approach. In addition, social discount rates are estimated for different time intervals - according to the duration of the effects of the investment - thus enabling us to derive the Equivalent Rate of Discount, which is implicit in our sample. Finally, the weight of the long term discount rate is illustrated using the case of investments for the reduction of the CO2 emissions. Este trabajo muestra los resultados de un estudio Delphi realizado a un panel de 38 expertos españoles con el fin de conocer los enfoques de descuento más idóneos en la evaluación económica de inversiones con implicaciones intergeneracionales. La conclusión general es el apoyo prácticamente unánime a la necesidad de modificar el enfoque de descuento tradicional en este contexto. Adicionalmente se estiman valores de tasa social de descuento de acuerdo al intervalo temporal en el que se sitúe la duración de los efectos de la inversión, derivando la Tasa de Descuento Equivalente implícita en los resultados del sondeo. El caso elegido para ejemplarizar el peso del descuento en el largo plazo es el de las inversiones para la reducción de las emisiones de CO2.
