This paper presents the main results of a Delphi study involving a panel of 38 Spanish experts surveyed for their views on the most suitable discounting approach to be used in the economic evaluation of investments with intergenerational implications. Overall, the findings point to the need to modify the traditional discounting approach. In addition, social discount rates are estimated for different time intervals - according to the duration of the effects of the investment - thus enabling us to derive the Equivalent Rate of Discount, which is implicit in our sample. Finally, the weight of the long term discount rate is illustrated using the case of investments for the reduction of the CO2 emissions.
