Constitutional And Fiscal Federalist Perspectives On The Australian Commonwealth Government Roads To Recovery Funding Programme

Abstract

Australian local government is widely acknowledged to be under severe financial distress that has been mainly manifest in local infrastructure under-investment. The Commonwealth government’s Roads to Recovery funding programme has provided substantial funding relief to municipalities to provide local roads. However, the sheer monetary scale of Roads to Recovery and its direct funding of councils make it unique in Australian fiscal federalism and thus eminently deserving of research effort. Unfortunately, Roads to Recovery has been almost completely ignored by the academic community. This article seeks to remedy this neglect by exploring Roads to Recovery from two perspectives: The legal status of Roads to Recovery and its economic characteristics in terms of the theory of fiscal federalism.
