Reformbausteine zur nachhaltigen Rente

Abstract

Das deutsche Rentensystem steht unter Druck: Der demografische Wandel wird zu einer großen Herausforderung für die finanzielle Stabilität. In diesem Beitrag untersuchen wir mithilfe eines Simulationsmodells verschiedene Reformoptionen – darunter die Abschaffung der Rente für besonders langjährig Versicherte (Rente ab 63), die Kopplung des Renteneintrittsalters an die Lebenserwartung sowie die inflationsorientierte Rentenanpassung der Bestandsrenten. Auf Basis dieser Maßnahmen schnüren wir zwei Reformpakete. Unsere Ergebnisse zeigen: Während Reformpaket I, bei dem die Rente für besonders langjährig Versicherte abgeschafft und ab 2032 das Renteneintrittsalter an die Lebenserwartung gekoppelt wurde, erste Entlastungseffekte erzielt, ist erst eine Kombination mit Reformpaket II, bei dem zusätzlich der Nachhaltigkeitsfaktor erhöht wird und die Bestandsrenten nur noch mit der Inflation steigen, in der Lage, das System nachhaltig zu stabilisieren.
