Abstract

The beginning of the financial crisis put in front of the banks, first of all, the problem of replacing the resources demanded by customers, which was independently solved by few of them in the conditions of the "collapse" of the financial market. Many banks had to limit lending in order to replenish liquidity, and all funds from repayment of loans were directed to fulfill current obligations. It can be stated that in the fourth quarter of 2008, the growth of the total loan portfolio stopped. In order to maintain overall financial stability, the Bank of Russia implemented a set of monetary policy measures aimed at expanding the opportunities for credit institutions to obtain liquidity from the Bank of Russia to replace retired resources and restore a normal credit cycle
