Digitalisierung schreitet voran – Neuschätzung der Substituierbarkeitspotenziale in Thüringen 2019

Abstract

"Das Substituierbarkeitspotenzial ist das Ausmaß, indem menschliche Arbeit durch digitalisierte Technik potenziell ersetzbar wäre. Bereits für das Jahr 2013 stellte das IAB fest, dass in kaum einem Beruf der Mensch vollständig durch Technik ersetzbar wäre, jedoch insbesondere manuelle, repetitive Tätigkeiten ersetzbar seien. Die Digitalisierung schreitet voran – unaufhaltbar. Deshalb ist eine Neueinschätzung ihrer Auswirkungen auf die Arbeitswelt auch für Thüringen notwendig. Dort stieg das durchschnittliche Substituierbarkeitspotenzial von 41,9 Prozent im Jahr 2013 über 50,4 Prozent 2016 auf 53,4 Prozent im Jahr 2019 – ein Anstieg von 11,5 Prozentpunkten. Im Vergleich zum Bundesgebiet liegt Thüringen aufgrund der Struktur seiner Arbeitsplätze einen Prozentpunkt darüber. Die fortschreitende Digitalisierung hat einen Einfluss auf Berufe, weil Immer mehr der diesen Berufen zugrundeliegenden Tätigkeiten ersetzbar werden. Anderseits sind seit dem Jahr 2016 insgesamt mehr als 200 nicht automatisierbare Tätigkeiten bei den Tätigkeitsprofilen der verschiedenen Berufe hinzugekommen und etwa 30 Berufe sind komplett neu entstanden. Wir untersuchen in diesem Bericht wie sich die Substituierbarkeitspotenziale in Thüringen verändert haben. Insbesondere werden Unterschiede in den Branchen und auf der regionalen Ebene der Kreise betrachtet. Die Digitalisierung, die Energiewende und der demografische Wandel sind seit längerem die Treiber des Strukturwandels in der Wirtschaft. Neu sind dagegen die Herausforderungen durch die Corona-Pandemie. Mit diesen stehen die erstgenannten Faktoren in einem komplexen Wechselverhältnis. Diese Beziehungen und deren Auswirkungen können jedoch zum jetzigen Zeitraum noch nicht analysiert werden." (Autorenreferat, IAB-Doku)
