Volkswirtschaftliche Aspekte der Klimaanpassung in der Landwirtschaft. Eine konzeptionelle Fallstudie zur Bewässerung in Österreich

Abstract

Die Anpassung an den Klimawandel ist eine große Herausforderung, der sich vor allem jene Sektoren stellen müssen, deren Produktionsgrundlage die freie Natur ist. Neben der Freizeitwirtschaft zählt die Landwirtschaft dazu. Vor allem im Osten Österreichs ist der zunehmende Wassermangel eine Bedrohung für die landwirtschaftliche Produktion. Die Bewässerung landwirtschaftlicher Flächen ist eine Möglichkeit zur Anpassung an den Klimawandel. Ihre Rolle und Bedeutung werden im Bericht vorgestellt. Steht diese Option nicht zur Verfügung, ist mit Ertragsausfällen in der Landwirtschaft zu rechnen. Davon sind auch Unternehmen betroffen, die vor Ort produzierte Agrargüter nicht mehr weiterverarbeiten können, wenn es zu Ertragsausfällen kommt. Auf der Grundlage von Szenarien des Projekts BEAT zu Produktionsänderungen in der Landwirtschaft werden die ökonomischen Auswirkungen quantifiziert. Die darauf aufbauende volkswirtschaftliche Analyse bewertet die Konsequenzen im Hinblick auf Beschäftigung und Wertschöpfung. In allen untersuchten Szenarien ist mit einem Produktionsrückgang in der Landwirtschaft zu rechnen. Aufgrund der verringerten Nachfrage nach Vorleistungen und verringerter Verarbeitung von Agrarprodukten, nehmen Wertschöpfung und Beschäftigung in der Volkswirtschaft ab.
