Eine volkswirtschaftliche Analyse der Wildbach- und Lawinenverbauung

Abstract

Aufgrund der topographischen Situation ist Österreich Naturgefahren – Hochwasser, Lawinen, Rutschungen, Muren, Felsstürzen – in besonderem Maß ausgesetzt. Die Wildbach- und Lawinenverbauung, eine Bundesdienststelle, setzt Maßnahmen zur Abwehr dieser Gefahren. Dazu zählen die Errichtung von Schutzbauten, die Erstellung von Gefahrenzonenplänen und andere Dienstleistungen. Die Studie untersucht ausgewählte Wirkungen dieser Aktivitäten: wirtschaftliche Folgen von Investitionen in Schutzmaßnahmen und Schadereignissen, die Entwicklung des Kapitalstocks von Schutzanlagen und Einflussfaktoren auf die Schadenentwicklung. Demnach tragen die gesetzten Maßnahmen wirksam zur Schadenvermeidung bei. Vor allem ist es gelungen, durch die zügige Entwicklung von Gefahrenzonenplänen die Besiedlung gefährdeter Zonen zu vermeiden.
