Status quo und Zukunftspotentiale der Pflegedienstleistungen in Österreich

Abstract

Wegen des demographischen Wandels zu einer älteren Gesellschaft gewinnt die effiziente Ausgestaltung öffentlich finanzierter Pflegedienstleistungen zunehmend an Bedeutung. Mit dem Pflegefondsgesetz wurde der vorrangige Ausbau mobiler gegenüber stationären Pflegediensten 2011 gesetzlich verankert. Wie die aktuelle Literatur und eine österreichweite Befragung von Pflegedienstleistern durch das WIFO zeigen, können mobile und stationäre Dienste nur eingeschränkt als Substitute betrachtet werden. Der bevorstehende Anstieg der Nachfrage erfordert darüber hinaus dennoch auch die Verringerung bestehender Ineffizienzen in Hinblick auf die bedarfsorientierte Zuteilung und Erbringung von Pflegedienstleistungen. Um den künftigen Bedarf an Pflegekräften adäquat decken zu können, gilt es außerdem die Attraktivität der Pflegeberufe deutlich zu erhöhen.
