Conférence François-Albert Angers (2000). Marchés imparfaits et modélisation des comportements des ménages paysans : où en sommes-nous?

Abstract

This paper presents a synthesis of recent advances in the modeling of household behavior under imperfect markets. Theoretical advances have contributed to a better understanding of peasants' behaviors that seem not to follow economic rationality. They also point to policy instruments for rural development and poverty alleviation that cater to this context. Empirical work on the other hand has not moved forward as rapidly, and little is still known on the order of magnitude of peasants' capacity to adjust to market imperfections and on the costs to them of this adjustment. This is due to lack of appropriate data and to difficulties in the development of appropriate methods. Recent advances on these two fronts open new perspectives for future work. Cet article présente une synthèse des travaux sur la modélisation du comportement des ménages dans un contexte de marchés imparfaits. Les travaux théoriques ouvrent de nouvelles perspectives sur l’interprétation de comportements apparemment peu économiques des paysans et sur les instruments de politique économique à mobiliser pour le développement rural et la lutte contre la pauvreté. Les analyses empiriques, et notamment la mesure de la capacité d’ajustement des paysans aux imperfections de marché et du coût de ces ajustements, se sont par contre heurtées à des difficultés considérables de disponibilité de données et de développement des méthodes. Des progrès récents sur ces deux fronts ouvrent des portes prometteuses pour poursuivre ces efforts.
