Projets de développement et changements dans l'action publique

Abstract

In southern countries, projects play a defining role in the implementation of public policy. Focusing on the Moroccan forestry policy, this paper jointly analyzes how projects can both reach their objectives and make public policy evolve. It shows that project implementation does not lead to major changes, but results rather in the dissociation of the two interaction spheres, the forestry administration and the rural population. The paper eventually shows that it is essential not to isolate the analysis of project implementation from that of public policy.
