Italien nach der Wahl: Wahlausgang und Perspektiven

Abstract

Wie die meisten Prognosen vorhergesagt hatten, ging aus den Parlamentswahlen am 13. Mai 2001 eine Mitte-Rechts-Koalition unter der Führung des Mailänder Medienunternehmers Silvio Berlusconi siegreich hervor. Damit wurde die seit fünf Jahren regierende Mitte-Links-Koalition ('Ulivo' - Ölbaumbündnis) von dem Mitte-Rechts-Bündnis 'Haus der Freiheiten' (Casa delle Libertà) abgelöst. Das Wahlergebnis zeigt deutliche Veränderungen im Parteiensystem: Die nach den Wahlen von 1996 erkennbare Tendenz zur Entwicklung eines bipolaren Parteiensystems setzte sich bei den jüngsten Wahlen fort. Jenseits der beiden großen Wahlbündnisse Casa delle Libertà und Ulivo scheinen sich die anderen Parteien in Zukunft immer schwerer behaupten zu können. Das Papier analysiert die Parlamentswahl vom 13. Mai 2001. Es erläutert Wahlausgang und Regierungsbildung, fragt nach den Gründen für den Wahlausgang, untersucht die Auswirkungen des Wahlsystems auf das Parteiensystem und beschreibt mögliche Perspektiven für das politische System Italiens.
