Helfer in humanitären Projekten: Strategien und Probleme der Personalplanung

Abstract

Seit Beginn der 90er Jahre haben die humanitären Hilfsorganisationen wegen der weltweit zunehmenden Katastrophen und Konflikte ihre Hilfsmaßnahmen stark ausgeweitet. Damit stieg auch die Zahl der Helfer, die in Krisen- und Katastrophengebieten benötigt wurden bzw. werden. Welche Rolle spielen die Helfer bei der Konzeption und Durchführung humanitärer Hilfsprojekte? In der nachfolgenden Analyse werden ausgewählte Aspekte der Personalplanung von großen Hilfsorganisationen dargestellt. Darüber hinaus wird auf die spezifischen Probleme der Organisationen bei der Auswahl und dem Einsatz dieses Personenkreises eingegangen, die sich insbesondere bei deren Ersteinsatz stellen. In diesem Zusammenhang wird der Aspekt der „Professionalisierung“ der Helfer diskutiert, und es werden Schlußfolgerungen für die zukünftige Arbeit der Helfer im humanitären Bereich gezogen. Die empirische Basis bilden Experteninterviews mit Leitern und Personalreferenten humanitärer Hilfsorganisationen in Deutschland.
