Die Regulierung des Einzelhandels im Großraum London

Abstract

Die Struktur des britischen Einzelhandels ist gekennzeichnet durch eine marktbeherrschende Stellung weniger, schwach internationalisierter Großunternehmen, die überwiegend im Formatsegment der großflächigen Superstores operieren. Im lokalen Kontext wird der Strukturwandel des Einzelhandels über Planungsvorschriften gesteuert: Nach einer langen Phase des Laisser-faire in Großbritannien ist seit kurzem wieder ein restriktiverer Umgang mit Handelsflächenausweisungen festzustellen. Im Mittelpunkt der folgenden Analyse steht die lokale Governance des sektoralen Strukturwandels in der wichtigsten britischen Agglomeration London. Dort besteht die Chance, nach der Wiedereinführung einer gesamtstädtischen Instanz das Spannungsfeld zwischen der unternehmerischen Logik und den planerischen Vorstellungen neu auszuloten. Der Beitrag dokumentiert ein Zwischenergebnis des von der Deutschen Forschungsgemeinschaft geförderten Forschungsprojektes zum Strukturwandel im großstädtischen Einzelhandel: ein Vergleich zwischen Berlin, London und Mailand. Das Papier bezieht empirische Erhebungen in London sowie eine Aufbereitung von Dokumenten und Literatur ein. Es wurden bereits Discussion Papers zum Einzelhandel in Deutschland/Berlin (Bahn 2002) sowie in Italien/ Mailand (Potz 2002) erstellt.
