Risk Governance für Genossenschaftsbanken

Abstract

Im Zusammenhang mit der globalen Finanzmarktkrise wurde der Um-gang mit Risiko durch und in Banken wieder stark in den Vordergrund gerückt. Konkret geht es um die Inhalte, um die Implementierung und um die Wirkungen der Risk Governance. Jene von Genossenschaftsbanken ist in den vergangenen Jahren auf zunehmendes Interesse gestoßen, gelang es doch der genossenschaftlichen FinanzGruppe nicht nur die Finanzmarktkrise ohne staatliche Unterstützung zu bewältigen, sondern auch Marktanteile zu gewinnen. Den Hintergrund dafür bildet das ge-nossenschaftliche Geschäftsmodell, das sich u.a. durch eine besondere Risk Governance auszeichnet. Diese wird geprägt durch aufsichtsrechtliche und regulierungsbedingte Vorgaben sowie durch risikorelevante Strukturen, Regeln und Organisationen, die in der Gruppe geschaffen wurden. Vor diesen risikorelevanten Rahmenbedingungen ist jede einzelne Genossenschaftsbank gehalten, seine eigene Mikrogovernance zu entwickeln und umzusetzen. Im vorliegenden IfG-Arbeitspapier arbeitet Lars Völker heraus, was unter der Risk Governance zu verstehen ist, welche Funktionen sie zu erfüllen hat, welche Freiheitsgrade bei ihrer Ausgestaltung existieren und aus welchen Elementen sie besteht. Dabei konzentriert er sich vorerst auf jene Elemente der Makrogovernance, die für Genossenschaftsbanken relevant sind und die die Vorgaben für die konkrete Ausgestaltung der Mikrogovernance enthalten. Dieses Arbeitspapier liefert einen ersten Aufriss für ein Forschungsprojekt, das eine umfassende Analyse der Risk Governance von Genossenschaftsbanken leisten soll. Das Arbeitspapier stammt aus dem IfG-Forschungscluster III: Genossenschaftsstrategische Fragen.
