Die Umsetzung der EG-Wasserrahmenrichtlinie in Deutschland: Eine vergleichende Analyse der Entwürfe der Bewirtschaftungspläne

Abstract

Die vorliegende Arbeit ist wie folgt aufgebaut: Zunächst werden in Kapitel 2 die grundlegenden Inhalte der WRRL und ihre Auswirkungen auf die Gewässerbewirtschaftung in Deutschland vorgestellt. Dazu werden die wichtigsten Phasen des bisherigen Umsetzungsprozesses erläutert und die gestiegenen Anforderungen, die die WRRL an die Bewertung und Überwachung der Gewässer stellt, aufgezeigt. In Kapitel 3 werden die Methoden, anhand derer die genannten Forschungsfragen beantwortet werden sollen, vorgestellt und ihre Anwendung im Rahmen dieser Arbeit erläutert. In den Kapiteln 4, 5 und 6 werden die empirischen Analysen dargelegt. Entsprechend der gewählten Forschungsschwerpunkte untersucht Kapitel 4 die Ausweisung künstlicher und erheblich veränderter Wasserkörper in den deutschen Bundesländern. Kapitel 5 analysiert die Inanspruchnahme von Ausnahmen. In Kapitel 6 werden die deutschen Maßnahmenprogrammentwürfe zur Verwirklichung der Umweltziele erörtert. In Kapitel 7 werden anschließend die aus der empirischen Analyse gewonnenen Ergebnisse zusammengeführt sowie konkrete Hinweise und Handlungsempfehlungen abgeleitet.
