Good Governance auf lokaler Ebene: Ansätze zur Konzeptualisierung und Operationalisierung

Abstract

Dieses Diskussionspapier beschäftigt sich mit bestehenden Ansätzen, "Good Governance" auf lokaler Ebene zu konzeptualisieren und zu operationalisieren. Es möchte damit einen Beitrag zur Diskussion um die Anwendbarkeit und den praktischen Wert von derlei Ansätzen leisten. Sein Ziel ist es allerdings nicht, die "Sinnhaftigkeit" des Gedankens der lokalen "Good Governance" oder den Nutzen seiner konkreten Ausformulierung (abschließend) zu beurteilen. Der Anspruch ist vielmehr deutlich bescheidener: Das Diskussionspapier möchte in erster Linie einen Überblick über existierende Ansätze lokaler "Good Governance" geben, Gemeinsamkeiten und Unterschiede dieser Ansätze kenntlich machen und zumindest anreißen, wie sie jeweils versuchen, "Good Governance" zu operationalisieren. Eine solche synoptisch-beschreibende Bestandsaufnahme scheint in der mittlerweile sehr umfangreichen, vielfach allerdings "grauen" und internetgestützten Literatur zur lokalen "Good Governance", die sich überwiegend jeweils mit einem bestimmten "Good Governance"-Ansatz befasst, noch zu fehlen. Ohne eine solche Bestandsaufnahme lässt sich der generelle Nutzen von Ansätzen lokaler "Good Governance" jedoch kaum diskutieren.
