Insolvenzrisiken von Krankenhäusern - Bewertung und Transparenz unter Basel II: Eine Analyse aktueller und zukünftiger Ratings von deutschen Krankenhäusern und Handlungsoptionen zu deren Verbesserung

Abstract

Veränderte Rahmenbedingungen im Krankenhaussektor, wie zum Beispiel das neue Vergütungssystem nach Fallpauschalen, der hohe Investitionsbedarf und Veränderungen auf Seiten der Kreditinstitute, Stichwort Basel II, erhöhen den Stellenwert der Bonität bzw. der Kreditwürdigkeit deutscher Krankenhäuser für Krankenhausmanagement und Finanziers gleichermaßen. Dabei gewinnt nicht nur die aktuelle Bonität immer mehr an Bedeutung, sondern auch ihre Entwicklung im Laufe der Anpassung der Preise je Krankheitsfall auf ein bundeslandeinheitliches Niveau bis 2008 (DRG-Konvergenzphase). Vor diesem Hintergrund erstellt die Studie ein aktuelles und erwartetes Rating für das Jahr 2008 für 212 deutsche Krankenhäuser. Die Ratings werden aggregiert für den gesamten Krankenhaussektor in anonymer Form präsentiert. Es werden aber auch ausgewählte Teilaggregate betrachtet, z.B. das Rating nach Trägerschaft des Krankenhauses und für ost- und westdeutsche Krankenhäuser. Die Studie zeigt darüber hinaus Handlungsoptionen zur Verbesserung des Ratings auf.
