    Abstract

    Innovationen spielen im Wachstumsprozess von Volkswirtschaften eine wichtige Rolle, denn sie verfügen, insbesondere in forschungs- und wissensintensiven Wirtschaftssektoren und im Bereich von Querschnittstechnologien (z. B. Nano-, Bio-, In-formations- und Kommunikationstechnologien), oft über enorme Potenziale für die Entwicklung neuer oder verbesserter Prozesse, Produkte und Dienstleistungen. Neue Märkte entstehen und die Wettbewerbsfähigkeit von (auch traditionellen) Wirtschaftsbranchen kann gestärkt werden. Dadurch werden sowohl bei den Herstellern als auch bei den Anwender- und Zuliefererbranchen neue Arbeitsplätze geschaffen und bestehende gesichert. Deutschland ist weltweit ein wichtiger Innovationsstandort. Dies ist erforderlich, damit sich ein hoch entwickeltes und rohstoffarmes Land wie Deutschland dauerhaft im internationalen Wettbewerb behaupten kann. Um die mit Innovationen verbundenen Wachstums- und Beschäftigungspotenziale zu nutzen, müssen kontinuierlich bereits existierende Stärken am Innovationsstandort Deutschland weiter ausgebaut und Hemmnisse bzw. Innovationsblockaden abgebaut werden. Denn etablierte Innovationsstandorte in Amerika, Japan und Europa und deren Innovationsakteure stehen nicht nur in einem immer härteren Wettbewerb untereinander, sondern sehen sich mit zunehmender Konkurrenz aus aufstrebenden Ländern konfrontiert. Osteuropäische, südamerikanische und asiatische Länder (z. B. China) unternehmen seit Jahren erfolgreich große Anstrengungen, um nicht nur als kostengünstige Produktions- sondern auch zunehmend als Standorte für Forschung und Entwicklung (F&E) zur Weltelite aufzuschließen. Im folgenden Artikel wird daher der Innovationssystem-Forschungsansatz als Analyserahmen beschrieben, dann werden wesentliche Wirkungszusammenhänge innerhalb eines Innovationssystems sowie wichtige innovationsfördernde und innovationshemmende Faktoren analysiert. Im abschließenden Abschnitt werden Handlungsfelder sowie Handlungsoptionen zur Stärkung der Leistungsfähigkeit von Innovationssystemen abgeleitet. --
