Parteigänger und Landschaftspfleger: Eine Analyse der Parteispenden großer deutscher Unternehmen, 1984 - 2005

Abstract

Für die Parteien haben sich Spenden, besonders in Wahlkampfjahren, zu einem unverzichtbaren Teil ihrer Finanzierung entwickelt. Das Papier analysiert den umstrittensten Bestandteil dieser Finanzierungsform: Spenden juristischer Personen. Die Datenbasis umfasst alle Parteispenden der 100 größten deutschen Unternehmen zwischen 1984 und 2005. Es werden die Spendenbereitschaft, die gespendeten Beträge und deren Verteilung auf die im Bundestag vertretenen Parteien analysiert. Besonders die Zugehörigkeit zum Zentrum des Personalverflechtungsnetzwerks erhöht die Wahrscheinlichkeit großer Spenden. Zwei Spendenstrategien lassen sich unterscheiden: Die gezielte Stärkung von Parteien des bürgerlichen Lagers und die flächendeckende politische Landschaftspflege. Die lagerübergreifende Verteilung von Spenden hat im Beobachtungszeitraum bei Unternehmen, nicht aber bei Privatspendern und Verbänden an Bedeutung gewonnen. Während Familienunternehmen vergleichsweise wenig an SPD und Grüne spenden, finden sich in den Daten Hinweise, dass eine starke Mitbestimmung dämpfend auf die Wahrscheinlichkeit außergewöhnlich hoher Spendensummen an CDU/CSU und FDP wirken könnte.
