Ostasiatische oder pazifische Handelsdynamik? Eine Analyse von UNCTAD-Handelsdaten, 1970 - 2000

Abstract

Der Aufsatz ist ein Beitrag zur Klärung der Frage, für welche geographischen Räume wirtschaftliche Integrationsprozesse anhand von Handelsdaten identifiziert werden können, und ob handelspolitische Präferenzabkommen dabei eine Rolle spielen. Zunächst wird eine knappe Übersicht über die Ergebnisse empirischer Forschung bezüglich der Handelseffekte von EU, NAFTA, APEC und ASEAN gegeben. Auf der Basis einer Analyse von Handelsdaten, wie sie von der UNCTAD bereitgestellt werden, wird dann gezeigt, dass die Jahre 1970-2000 vor allem durch den weltwirtschaftlichen Aufstieg der Länder Ostasiens geprägt waren. Mit einem Vergleich des Intra-Handels der verschiedenen Handelsgruppierungen und ihrem Verhältnis zur Entwicklung des Welthandels wird belegt, dass APEC-Handelsdaten einen pazifischen Integrationsprozess suggerieren, wie er nicht stattgefunden hat. Schlussfolgerung des Aufsatzes ist, dass eine differenzierte Analyse der unterschiedlichen Dynamiken der inner-ostasiatischen, der nordamerikanischen Handelsintegration und des transpazifischen Austausches angebracht ist.
