Technik und sektoraler Wandel: Technologische Eingriffstiefe, sektorale Adaptionsfähigkeit und soziotechnische Transformationsmuster

Abstract

Anknüpfend an die Diskussionen um sektorale Innovations- und Produktionssysteme wird in diesem Text ein analytischer Ansatz vorgestellt, mit dem das Ausmaß und die typischen Muster technikbezogenen sektoralen Wandels empirisch untersucht und erklärt werden können. Dazu werden zwei wesentliche Kategorien herausgestellt und aufeinander bezogen: zum einen die spezifische sektorale Eingriffstiefe neuer Technologien beziehungsweise Technikfelder, also die substanzielle oder inkrementelle Bedeutung, die diese für das jeweilige sektorale System haben (können); zum anderen die sektorale Adaptionsfähigkeit der dort etablierten sozioökonomischen Strukturen, Institutionen und Kernakteure, die mit neuen technologischen Möglichkeiten konfrontiert werden. Mit Hilfe der ersten Kategorie - sektorale Eingriffstiefe neuer Technologien - lässt sich der sektorale Anpassungs- und Veränderungsdruck, den neue Technologien beziehungsweise Technikfelder erzeugen, identifizieren. Mit der zweiten komplementären Kategorie - sektorale Adaptionsfähigkeit - lassen sich die sektorale Aufnahmebereitschaft und Verarbeitungskapazität dieses Drucks, die durch die jeweils bestehenden sektoralen Regulationsmuster und dominierenden Handlungsorientierungen geprägt werden, analysieren. Aus dem spezifischen Zusammenspiel beider Einflussfaktoren ergeben sich unterscheidbare sektorale Transformationsmuster, die sich im Spektrum antizipativer Anpassung und krisenhafter Reaktion bewegen.
