Determinanten kommunaler Verschuldung und die Rolle der Länder

Abstract

In einer Regressionsanalyse werden mögliche Determinanten kommunaler Verschuldung untersucht. Von erheblicher Bedeutung sind die SGBII-Quote und das Zusammenspiel aus Einwohnerzahl und Einwohnerdichte. Zudem spielt die Länderzugehörigkeit der Kommunen eine große Rolle. Unterschiede gibt es vor allem zwischen Schleswig-Holstein auf der einen Seite und Rheinland-Pfalz, Hessen und vor allem dem Saarland auf der anderen Seite. Eine mögliche Erklärung für den Einfluss der Länderzugehörigkeit sind Variationen in den Transferzahlungen der Länder an die Kommunen.
