Makroökonometrische Simulationen zur US-Zinspolitik

Abstract

Im Frühsommer 2015 wurde der erste Zinsschritt der amerikanischen Notenbank noch für September erwartet. Diese Einschätzung hat sich seit der Veröffentlichung des Protokolls der US-Notenbanksitzung vom Juli geändert und die Märkte -; wie beispielsweise an den Futures für die US-Leitzinsen ablesbar -; rechnen nunmehr mit einer ersten Zinsanhebung erst im Dezember. In diesem Kasten stellen wir das aktuelle makroökonomische IfW-Modell der US-Volkswirtschaft vor und berechnen mit diesem Prognosen basierend auf der Annahme einer ersten Zinsanhebung im Dezember. Wir simulieren außerdem, wie eine Verschiebung einer Zinsanhebung in das erste Quartal 2016 auf die Prognosen wirkt. Obwohl Fed-Präsidentin Janet Yellen einen ersten Zinsschritt noch für 2015 angekündigt hat, ist eine solche Verschiebung aufgrund der Eintrübung der Aussichten in China und gesunkener Energiepreise, welche die Inflation dämpfen, nicht unwahrscheinlich. Auf der anderen Seite expandierte die US-Wirtschaft im zweiten Quartal 2015 stärker als bisher angenommen. Ende August wurde die annualisierte Zuwachsrate des US-BIP für das zweite Quartal 2015 von 2,3 auf 3,7 Prozent nach oben korrigiert. Daher analysieren wir als Alternativszenario einen überraschenden Zinsschritt im September. Um die Modellunsicherheit abzuschätzen, vergleichen wir Ergebnisse des IfW-Modells mit den Ergebnissen anderer Modelle. Abschließend analysieren wir wie sich die Modellierung von Finanzmarktfriktionen im IfW-Modell und aktuell gestiegene Risikoprämien auf die Prognose des Modells auswirken.
