Analyse des deutschen Zuwanderungssystems im Hinblick auf den Fachkräftebedarf im Mittelstand

    Abstract

    Die Politik in Deutschland setzt u. a. auf Zuwanderung von Hochqualifizierten aus Drittstaaten zur Schließung von Fachkräftelücken. Das Ziel der Studie ist es, geeignete Instrumente für eine derartige selektive Steuerung der Zuwanderung zu identifizieren. Die Studie untersucht die Migrationsströme von und nach Deutschland und zeigt auf, wie andere Länder vorgehen, um den Fachkräftezuzug zu intensivieren. Die Analyse des deutschen Zuwanderungssystems macht deutlich, dass die Einführung der Blue-Card-EU der bisher entscheidende Schritt in der Reform des Zuzugsrechts darstellt. Neben den Großunternehmen profitieren insbesondere auch technologieintensive KMU von dieser Neuregelung. Für zusätzliche Lockerungen im Aufenthaltsrecht besteht nur noch wenig Spielraum. Ein Übergang von dem primär nachfragebezogenen zu einem angebotsorientierten Steuerungssystem wäre möglich, würde aber einen grundlegenden Politikwechsel hin zu einem offenen System des Fachkräftezuzugs bedeuten. -- German immigration policies aim at attracting highly-skilled foreigners from countries outside the European Union to tackle shortages of skilled labour in this country. The objective of the study is to identify innovative instruments for a selective steering of immigration. The study describes recent patterns of migration and analysis the strategies applied by other countries to increase the immigration of foreign skilled labour. The findings lead to the conclusion that the recent introduction of the EU Blue Card is the most decisive step in reforming the German immigration system. In addition to large enterprises, especially technology intensive SME will benefit from this new system. But the scope of action in the field of residence law is rather limited. A transition from a primarily demand-driven to a supply-steering system would basically be feasible but would imply a major change in policy towards an open immigration regulation.
