Finanzierungsmöglichkeiten für die lokale Ökonomie: Was leisten Mikrokredite?

Abstract

Aufgrund von Informationsasymmetrien und Risiken können viele für die lokalwirtschaftliche Entwicklung wichtige Unternehmen und Projekte nicht finanziert werden. Förderbanken und -programme sollen diese Lücke schließen. Gleichzeitig setzt die Strukturpolitik zunehmend auf die Vergabe von Krediten und Beteiligungskapital. Entwicklungspotenziale der lokalen Ökonomie, wie z.B. Raumunternehmen, die eine wichtige Rolle für die Lebensqualität und ökonomische Revitalisierung von Räumen mit Funktionsstörungen aufweisen, werden hierdurch noch immer unzureichend gefördert. Mikrokreditgeber verzichten auf bankübliche Vergabekriterien und eignen sich dadurch gut für Kleinstunternehmen. Allerdings sind Mikrofinanzintermediäre nicht flächendeckend vorhanden. Niedriges Volumen, kurze Laufzeiten, hohe Zinsen sowie hohe persönlich Haftung des Kreditnehmers machen Mikrokredite für größere und riskantere Raumunternehmen unbrauchbar. Wir sehen daher eine Finanzierungslücke für experimentelle Vorhaben oberhalb der Volumina der Mikrofinanzierung.
