Sozialwirtschaft: Zur inhaltlichen Strukturierung eines unklaren Begriffs

Abstract

Der Begriff der "Sozialwirtschaft" dürfte bei eingehenderer Betrachtung zu den schwierigsten Ausdrücken der deutschen Sprache gehören, denn die mit ihm verbundenen Inhalte wechseln in erheblichem Ausmaß, je nachdem von wem und in welchem Kontext das Wort verwendet wird. Fragt man nach einer Definition, so können folgende Erläuterungen leicht zu der entsprechenden Palette gehören: "Sozialwirtschaft ist das, was Sozialarbeiter und Sozialpädagogen tun." "Sozialwirtschaft ist Gutmenschentum." "Sozialwirtschaft ist alles, was mit dem Menschen zu tun hat." "Sozialwirtschaft ist, wenn sich Unternehmen sozial verhalten." "Sozialwirtschaft ist Gesundheit, Pflege und Armutsbekämpfung." Deutlich werden dabei sehr unterschiedliche inhaltliche und konzeptionelle Verständnisse. Betrachtet man die Fachliteratur, so bleibt der Aussagendschungel nicht minder dicht. Vor diesem Hintergrund soll nachfolgend der Versuch unternommen werden, diesen Begriff jenseits disziplinspezifischer Verständnisse etwas genauer zu beleuchten. Dabei werden einerseits die nach Auffassung des Autors wesentlichen Merkmale betrachtet und unter Heranziehung von rechts- und wirtschaftspraktischen Beobachtungen eine Strukturierung entwickelt. Bereits an dieser Stelle sei darauf hingewiesen, dass es sich bei den folgenden Ausführungen keinesfalls um den Versuch einer allgemeinen Definition handelt. Vielmehr geht es dem Verfasser lediglich darum, ein wenig Licht in das Dickicht der Begriffsverwirrung zu bringen.
