Produktionsverlagerungen unter der Lupe: Entwicklungstrends bei Auslandsverlagerungen und Rückverlagerungen deutscher Firmen

Abstract

Die zunehmend intensiver geführte öffentliche Diskussion um Produktionsverlagerungen deutscher Firmen ins Ausland stützt sich überwiegend auf Einzelfallbeschreibungen verlagernder Unternehmen, da repräsentatives statistisches Material zu Verlagerungen und Rückverlagerungen fehlt. Vor diesem Hintergrund hat das Bundesministerium der Finanzen das Fraunhofer ISI beauftragt, die Entwicklung von Produktionsverlagerungen und Rückverlagerungen auf der Basis der Ergebnisse seiner repräsentativen Umfrage "Innovationen in der Produktion" im Zeitverlauf zu analysieren. Diese Analyse nutzt die Angaben zum Thema Produktionsverlagerungen, die das ISI seit 1995 erhebt. Im Ergebnis wurde deutlich, dass der Anteil der Betriebe mit Produktionsverlagerungen nach einem zeitweisen Rückgang im Erhebungsjahr 2001 mittlerweile wieder ca. 25 Prozent beträgt und damit nahezu den bisherigen Höchststand von 1999 erreicht hat. Bevorzugtes Verlagerungsziel sind die EU-Beitrittsländer. Die Senkung der Produktionskosten steht bei mehr als vier Fünftel der Verlagerer allein oder zusammen mit anderen Gründen im Zentrum. Auf Rangplatz zwei der Verlagerungsmotive folgt mit ca. 40 Prozent der Versuch, über Verlagerungen neue Märkte zu erschließen. Steuern und Abgaben waren in ca. einem Viertel der Fälle ein Grund, Produktion ins Ausland zu verlagern. Dieses Motiv hat damit nicht den Stellenwert, der vielfach unterstellt wird.
