    Abstract

-- This paper analyses the improvement of the transition to market economies focusing on the business climate, by pointing out the progress of the countries in generating a sustainable stable enterprise environment. Most important in this context are political and economic stability, the conditions of the fiscal systems and on the capital market as well as factors regarding legal certainty and transparency. Finally it will be obvious that none of the countries of the region has been able to generate a broadly positive economic and investment climate so far.
